SALARY:   Rs. 857,654 p.a.</p>
<p>BASIC FUNCTION OF POSITION:<br />
The incumbent performs trade and investment promotion. Develops business contacts; reporting and research assignments in promoting U. S. trade and investment objective and facilitates the marketing of the U. S. goods/services in the host country. In addition to promoting U. S. Trade and investment in Pakistan, incumbent also advises the Pakistani private sector and other U. S. Agencies such as US EximBank, Overseas Private Investment Corporation, the U. S. Trade Development Agency (USTDA) and the International Finance Corporation (IFC) in matters pertaining to the U. S. investment in Pakistan. Performs other related duties as assigned.</p>
<p>QUALIFICATIONS REQUIRED:</p>
<p>1.EDUCATION: Minimum bachelor’s degree (14 years of educations) in finance, economics, marketing or business administration is required.</p>
<p>2.EXPERIENCE: Minimum three years of progressively responsible experience on economic research, trade promotion, commercial banking or related field is required.</p>
<p>3.LANGUAGE: Level IV (fluent) Reading/Writing/Speaking English &amp; Urdu are required.</p>
<p>4.KNOWLEDGE: Incumbent must have a sound understanding of the host country’s economy in general and local business customs and practices, marketing channels, host government laws, regulations and policies related to the commodity/industry sector. Must have good knowledge of computer (MS Office) with good tying speed is required.</p>
<p>5.ABILITIES &amp; SKILLS: Ability to develop and maintain working level contacts in government and private sector within the host country, particularly focus on local firms with in assigned sectors to prepare accurate and precise reports and to know when to seek higher level assistance. Ability to develop database skills in the Commercial Services Client Tracking System (CTS).</p>

<p><strong>SENIOR FINANCIAL ANALYST- DEBT AND FX </strong></p>
<p>Job Purpose:<br />
To ensure that the covenants of the Loan Agreements for the debts of the  company are met with timely and accurate servicing of the debt and to  manage the foreign exchange exposure of the three companies with respect  to payments to contractors in currencies others the US$.</p>
<p>Key Result Areas:<br />
•	Debt management.<br />
•	Foreign Exchange (Fx) management<br />
•	Compliance with Debt Covenants and the company policies and  procedures.</p>
<p>Activities:<br />
•	Ensure that all payments of principal and interest for the loans to  the company are made on time and that the conditions of the covenants on  these loans are met.<br />
•	Communicate with the Common Security Trustee concerning all debt  payments.<br />
•	Prepare Distribution Certificates for dispatch to the Common Security  Trustee in a timely manner.<br />
•	Manage the foreign exchange exposure of the three companies to the  forward payment contracts which are to be made in Euros and Yen.<br />
•	Develop scenarios and models for decisions on Fx hedging and recommend  the desirable strategy to shareholders for approval.<br />
•	Source foreign currencies on Fx spot markets when payments contracts  are not hedged.<br />
•	Exercise appropriate checks and controls on the exchange rates and  processing of Deal Tickets.<br />
•	Negotiate Fx spot swaps with banks to secure cash flow when debt  payments fall due before Hedging matures.<br />
•	Provide assistance to Financial Reporting to restate hedge  transactions at “fair value” for purposes of reporting.<br />
•	Determine current spot rates and provide to Financial Reporting for  representing the values of foreign bank account balances in periodic  reporting.<br />
•	Generate data and reports to provide comfort to shareholders, lenders,  trustees and other concerning compliance with debt indentures and  covenants.<br />
•	Contribute to the annual updating of the the company’s financial  models.<br />
•	Review and amend internals controls, policies and procedures as  required to ensure enforcement.<br />
•	Contribute to the establishment and execution of credit evaluation  procedures for tender participants.<br />
•	Assist other Finance group departments concerning the review of  policies and procedures for the issue of Letters of Credit for  customers.</p>
<p>Knowledge Skills and Experience:<br />
•	Undergraduate degree, preferably in an accounting or financial  discipline, from an internationally-recognised tertiary institution.<br />
•	Membership of an appropriate professional accountancy or money  market/trading body desirable.<br />
•	Minimum of 10 years’ experience working in accounting or financial  roles within large, diverse organisations.<br />
•	At least 5 years experience in Treasury areas including banking, cash  management, foreign exchange, bank relationships and other related  issues.<br />
•	High level of proficiency in the use of financial models and in  financial market instruments /derivatives is essential.<br />
•	Exceptional analytical skills.<br />
•	Computer literate with knowledge of ERP systems. SAP experience  preferred.<br />
•	Proficiency with Microsoft Office particularly spreadsheets.<br />
•	Excellent verbal and written English communication skills.<br />
•	Good presentational skills.</p>

			<content:encoded><![CDATA[<p><strong>Control Officer</strong>, ADB Pakistan Resident Mission</p>
<p><strong>JOB PURPOSE:</strong><br />
To provide technical expertise in support of loan disbursement functions of the Resident Mission (RM). Incumbents at these levels are expected to provide assistance in terms of accountabilities as appropriate to the position. Work assignments are well defined and work is performed under the supervision of a Specialist or Senior Officer heading the RM&#8217;s Disbursement Unit (DU).</p>
<p><strong>EXPECTED OUTCOMES:</strong><br />
<span style="text-decoration: underline;">Loan Disbursement</span></p>
<ul>
<li>Responsible for processing of disbursements under ADB public sectors project loans in Pakistan in accordance with ADB guidelines. Such processing will exclude disbursements under program loans, co-financed loans and disbursements under the commitment procedure.</li>
<li>Scrutinizes Withdrawal Applications (WAs) ADB under public sectors project loans in Pakistan and approves these WAs in the Loan Financial Information System (LFIS) if the WAs are in compliance with ADB&#8217;s disbursement guidelines, CTLA guidelines for delegation of loan disbursement functions to RMs and the relevant loan agreement.</li>
<li>Provides guidance to executing agencies (EAs) in following ADB’s disbursement guidelines and procedures.</li>
<li>Ensures that withdrawal applications (WAs) for Program loans, co-financed loans and for disbursements under ADB&#8217;s commitment procedure are pre-screened in accordance with ADB procedures before forwarding to HQ by pouch.</li>
<li>Undertakes Statement of Expenditure (SOE) checks in accordance with ADB procedures, and reports the findings to the Country Director, PRM and to the Controller’s Office.</li>
<li>Leads missions to project sites to review EA’s accounting systems and related internal control procedures to determine the suitability of the use of Imprest Fund or SOE procedures.</li>
<li>Ensures smooth operations of ADB-funded Imprest Accounts (IAs) by ensuring opening of IAs in accordance with procedures, monitoring withdrawals of eligible expenses only, assisting EAs in reconciling their IAs and liaising with HQ in order to reconcile EA/ADB records. Follows up with EAs to improve the IA utilization rate of slow moving IAs.</li>
<li>Assists the EAs in closing of loan accounts after the loan closing date.</li>
<li>Follows up with EAs to resolve disbursement related issues including those raised from HQ.</li>
</ul>
<p><span style="text-decoration: underline;">Portfolio Management</span></p>
<ul>
<li>Provides input on issues relating to loan disbursements, financial management and audit for the background papers prepared for provincial projects review meetings (PPRMs) and Country Portfolio Review Meeting (CPRM).</li>
<li>Participates in the PPRMs and CPRMs and takes a lead in discussing issues relating to loan disbursements, financial management and audit. Also follows-up with concerned EAs to ensure implementation of agreed actions relating to these areas.</li>
<li>Follows up with the Department of Auditor General regarding timely submission of audited reports to ADB.</li>
</ul>
<p><span style="text-decoration: underline;">Training/Workshops/Seminars</span></p>
<ul>
<li>Acts as a resource speaker during the sessions on loan disbursements, financial management and audit at PRM&#8217;s and/or Controller&#8217;s Department&#8217;s Loan Disbursement workshops/seminars.</li>
</ul>
<p><span style="text-decoration: underline;">Supervision of the DU</span></p>
<ul>
<li>As an alternate, manages and coordinates the activities of PRM’s Disbursement Unit in the absence of the DU&#8217;s Head.</li>
<li>Acts as Releasing Officer for all approved pipeline disbursements processed by PRM in the absence of the DU&#8217;s Head.</li>
</ul>
<p><span style="text-decoration: underline;">Others</span></p>
<ul>
<li>Follows up with the Government regarding issues relating to loan service payments and loan accounting.</li>
<li>Performs any other tasks assigned by the Country Director, PRM.</li>
</ul>
<p><strong>EDUCATION REQUIREMENTS:<br />
</strong></p>
<ul>
<li>Bachelor&#8217;s degree in Business Administration, Accounting or Commerce. Preferably a professional accountant (ACA or CPA) or advanced degree in Business Administration.</li>
</ul>
<p><strong>RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:<br />
</strong></p>
<ul>
<li>Suitability to undertake the responsibilities mentioned above at the required level.</li>
<li>Minimum of 5 years experience in financial accounting and knowledge of public sector accounting systems/procedures.</li>
<li>Thorough knowledge of implementation and disbursement policies of international development finance institutions is desirable.</li>
<li>Good knowledge of project implementation and loan disbursement issues specific to Pakistan is desirable.</li>
<li>Personnel management and budget skills.</li>
<li>Ability to work independently and good supervisory skills.</li>
<li>Complete familiarity with accepted best practices of procurement and disbursement processes.</li>
<li>High level of written and oral communication skills in English.</li>
<li>Ability to plan and organize his/her own work; good analytical and conceptual skills.</li>
<li>Adequate computer literacy, and an ability to produce professional outputs (reports, memos, etc.) often within limited time.</li>
<li>Familiarity with local languages and institutions.</li>
</ul>
