Key Finance Jobs – Abacus Consulting
Abacus Consulting, in collaboration with Oxford Policy Management (UK), is implementing a programme of capacity building support to the Government of Khyber Pakhtunkhwa (formerly NWFP) and the FATASecretariat.
The goal of the project is to improve public services in Khyber Pakhtunkhwa, by building an effective public administration, run on modern principles of performance management and focused on the delivery of results.
The project aims at improvements in public financial management, human resource management, monitoring and evaluation, policy, planning and coordination, and operations of the FATASecretariat. The company is seeking a full-time Policy Advisor and full-time Financial Consultants on contractual basis, to join our Peshawar office, with occasional travel to Islamabad.
Policy Advisor
Responsibilities
The incumbent will be responsible for the delivery of the policy, planning and coordination component of the support programme. The position forms part of the core project team and will involve working closely with other team members, the government of Khyber Pakhtunkhwa and the FATASecretariat.
Requirements
- Extensive (10 years or more) experience of working in the public sector, with specific experience of public sector reforms.
- Knowledge and experience of policy processes (policy analysis and formulation, policy implementation, and policy review and evaluation).
- Proactive approach to work, with the ability to improvise and adapt to change.
- Excellent verbal and written communication skills.
- Proficiency in Microsoft Office, especially in Microsoft Word and Microsoft Excel.
Financial Consultant (6 Positions)
Responsibilities
The incumbent will be responsible for the implementation of the Output Based Budgeting (OBB) in the line departments. The incumbent will also be required to participate and conduct training workshops in the line departments to roll-out OBB. The position forms part of the core project team and will involve working closely with other team members, the government of Khyber Pakhtunkhwa and the FATA Secretariat. The incumbent will report to the Work Stream Leader OBB.
Requirements
- 5 years or more experience in the public sector, with specific experience of budgeting.
- Knowledge and experience of public sector budgeting preferably implementation of Medium Term Budgetary Framework (MTBF).
- Proactive approach to work, with the ability to improvise and adapt to change.
- Excellent verbal and written communication skills.
